Job Overview:

The Business Financial Manager / Analyst (Senior Level) provides senior-level financial oversight and analytical support to the Tethered Aerostat Radar System (TARS) Program Management Office. This position ensures the effective integration of budget execution, financial planning, and procurement strategy in alignment with DHS/CBP mission requirements. The role supports lifecycle cost management, budget formulation, and contract compliance efforts, providing strategic insights and reporting to senior stakeholders.


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:

  • Lead cost estimation, budgeting, and financial forecasting for TARS program activities.
  • Analyze and report on program financial performance, including budget execution and variance analysis.
  • Support contract financial management including tracking of ODCs, labor, and materials.
  • Develop procurement and funding strategies aligned with FAR and DHS/CBP requirements.
  • Prepare and brief detailed financial reports, dashboards, and justifications to CBP stakeholders.
  • Assist with developing business cases, spend plans, and cost-benefit analyses for new initiatives.
  • Interface with procurement and acquisition professionals to align financial planning with contract execution.
  • Ensure all financial practices comply with applicable regulations and contract terms.

Competencies:

  • Expert-level proficiency in financial analysis, forecasting, and budget management.
  • Knowledge of DHS/CBP financial systems, acquisition planning, and budget execution processes.
  • Strong understanding of federal procurement, FAR, and cost accounting principles.
  • Excellent presentation, reporting, and briefing skills.
  • Ability to interpret financial data and deliver actionable insights.
Requirements:

Minimum Requirements/Education:

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field; Master’s preferred.
  • Minimum of 10 years of financial management or budget analyst experience in federal contracting environments.
  • Experience with contract financial oversight, budget formulation, and procurement planning.
  • Familiarity with DHS/CBP budgetary systems, processes, and compliance standards.
  • Proficiency in Microsoft Excel, PowerPoint, and financial modeling tools.
  • U.S. Citizenship required.

Security Requirement:

  • Favorably adjudicated CBP Background Investigation (BI) or Single Scope Background Investigation (SSBI) required

Travel Required: 10-15%


Physical Demands/Requirements: Work is performed in an office environment. Mostly sedentary work. Repetitive motion. Substantial movement (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer screen; extensive reading.
