The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and assessment functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. Responsibility also includes the custody and care of male and female offenders who are either detained in a pretrial status or serving sentences less than 18 months. In addition to comprehensive facility case management, the Inmate Services section provides a wide range of correctional services and programs to incarcerated individuals including education, workforce development, substance abuse treatment, cognitive behavioral modification programs, reentry and life skills programs, faith-based supports, and library services.

What You'll Be Doing

 

Managing a complex pretrial and sentenced population within a correctional facility presents multiple challenges. As a core staff member of Inmate Services, the Correctional Specialist I/II (Download PDF reader) (CS I/II Case Manager) position provides intake assessments, housing classification, programs, and case management services for an offender population while working within the secure portion of the Montgomery County Correctional Facility and the Montgomery County Detention Center.


  • Conducting intake risk and diagnostic screening assessments, determining eligibility and providing referrals for facility programs and services, determining appropriate classification and housing assignments 
  • Providing case management services and crisis intervention to a diverse incarcerated individuals population within the facility housing areas 
  • Facilitating program groups on life skills topics to support offender change in thoughts and behaviors


Building Success:

  • Assisting with services to enhance incarcerated individuals engagement 
  • Working closely with multidisciplinary team members 
  • Assisting with special projects and facility initiatives to expand services


Supporting Operations:

  • Maintaining incarcerated individuals case management records and documentation of services
  • Cross training and providing coverage across all case management assignments
  • Using digital data systems and performance measures


In addition to these daily case management functions, the employee will also provide coverage in other case management areas, assist with facility program initiatives and services, and may participate in disciplinary adjustment proceedings. The ability to communicate effectively, both orally and in writing, is required for this position as well as effective skills using computer technology in daily responsibilities. 


This recruitment will establish an eligible list to fill one current vacancy and future vacancies within the Inmate Services section of the Detention Services Division (DSD).


This CSI/II Case Manager position reports to one of the CSIV Case Management Supervisors and works closely with other Case Managers and Inmates Services staff as well as Custody and Security and Mental Health staff. The CSI/II Case Manager position works a schedule selected through an annual bid based on seniority – schedules range Monday-Friday or Tuesday-Saturday from 730am-4pm, 8am-430pm, and 830am-530pm with one potential late night of 11:00am-730pm. This position is assigned between the two facilities of Montgomery County Correctional Facility (MCCF) in Boyds, Maryland or Montgomery County Detention Center (MCDC) in Rockville, Maryland. This position is considered as essential personnel within the Department and required to work onsite during weather related events or general emergencies.


Prior to appointment, all applicants must successfully complete a comprehensive background investigation, psychological evaluation, medical examination and drug/alcohol screen.


Candidate must successfully complete the Maryland Correctional Training Academy Entry-Level Program, First Line Supervisor and possess a Certificate of successful completion within 12-months of hire. Must maintain and successfully complete additional State-mandated and Departmental Correctional training as required.


Generally, this position is covered by Employees Retirement System, Group JK. If the successful candidate is an internal employee, retirement plan coverage will be determined at the time the job offer is made.

Prior to a promotional appointment within DOCR, the selected individual must answer the Prison Rape Elimination Act (PREA) questions and submit to a criminal history to comply with the Prevention Planning on Hiring and Promotion Decisions (115.17, 115.117, 115.217, 115.317). This is a requirement to meet Federal law and audit standards.

Minimum Qualifications

 

Experience:


If filled at Correctional Specialist I: One (1) year of full-time satisfactory experience in community-based corrections or in other human services work emphasizing treatment/counseling.


If filled at Correctional Specialist II: Two (2) years of full-time satisfactory experience in community-based corrections or in other human services work emphasizing treatment/counseling, one (1) year of which must be equivalent to that of a Correctional Specialist I. 


All Levels – Education:


Possession of a Bachelor’s Degree from an accredited college or university.


All Levels – Equivalency:


Excess education may be substituted for required experience, but excess experience may not be substituted for the Bachelor's Degree, as the educational requirement is stipulated by the Maryland State Training Commission.

 

Preferred Criteria, Interview Preferences

Interview preference criteria will be used:

  • Experience providing case management services and crisis intervention with a criminal justice involved population; include any relevant training that has been obtained.
  • Experience identifying and addressing the needs of pretrial and sentenced custodial correctional population to include knowledge of criminal justice system at the state and local levels.
  • Experience and/or training in conducting intake interviews, risk/need assessments, and classification assessments including gathering and evaluating relevant criminal history data. 
  • Experience facilitating group counseling sessions as well as program groups, workshops, and classes; include any relevant training that has been obtained.
  • Experience in fluency of the Spanish language.
