Overview:
Advance Advisors, LLC is seeking a seasoned consultant with extensive experience in municipal government performance evaluations and strategic goal-setting for senior executives. The consultant will lead and support a project for the City of Dallas involving performance evaluations and goal-setting facilitation for key Council-appointed positions, including the City Manager, City Attorney, City Auditor, City Secretary, and Inspector General.

Key Responsibilities:

Qualifications:

  • Minimum of 5 years of experience in executive performance evaluation and strategic goal setting, preferably in municipal or government settings
  • Strong facilitation and stakeholder engagement skills
  • Demonstrated success in working with elected officials or senior municipal leaders
  • Excellent written communication and reporting skills
  • Able to work independently with minimal supervision
  • Must provide strong professional references that confirm relevant past performance in similar roles

Preferred Experience:

  • Prior experience working with City Councils, City Managers, or Inspector Generals
  • Familiarity with public sector merit-based performance systems
  • Experience producing mid-year and annual performance reports

Other Details:

  • This is a part-time, project-based consulting role, not a 40-hour/week position
  • Estimated annual time commitment is 130 to 190 hours, with activity peaking during the evaluation cycle and goal-setting period
  • Consultant will be paid based on a negotiated fee structure
  • Travel expenses will be covered (up to 3 times per year)
  • Must be responsive to email and phone inquiries within 4 hours on business days
  • Contract period: Estimated to begin Summer 2025 for 3 years, with possible renewals
